Dalberg is supporting a confidential client in monitoring Information and Communications Technology (ICT) policy developments in four African countries: Benin, Guinea, Senegal and Togo, through the submission of two briefings per week. The client is particularly interested in better understanding ICT developments in the political, business and social spheres that can influence legislative and regulatory initiatives and boost the digital economy and the ICT sector at large.
The part-time consultants will be in charge of gathering ICT sector intelligence in Benin, Guinea, Senegal and Togo to further the understanding of the ICT sector dynamics in each country. They will support Dalberg in gathering key insights about ICT-related news in the political, business and social environments, which could influence ICT legislative and regulatory developments and boost the sector in each country. The part-time consultants will conduct daily research on the countries, work closely with a Dalberg consultant to identify areas that will need deeper engagement and information gathering, and develop two summaries of the information each week. She/he is expected to dedicate 2 to 3 hours per day (a maximum of 2 days a week) to identify and reach out to relevant stakeholders in the ICT ecosystem who can help develop further insights about the news content and conduct informant interviews with them. The part-time consultant will then gather the key insights from the informant interviews and submit them to the Dalberg consultant twice a week. Finally, she/he is expected to be abreast of any relevant ICT-related initiatives and developments in the country he/she is tracking, and share relevant information with the Dalberg consultant.
Key responsibilities include:
- Build a database of ICT sector key stakeholders with their names, contact details and areas of expertise
- Gather and review weekly ICT-related news content in designated country, and understand, by working
closely with a Dalberg consultant, the selected areas for deeper engagement
- Work closely with a Dalberg consultant to build a list of key questions that will help develop further insights in selected areas for deeper engagement Conduct informant interviews to gather insights in selected areas for deeper engagement
- Consolidate insights from key informant interviews and submit them to the Dalberg consultant twice a week
