World Vision hiring Chief of Party, Senegal.

Job purpose

World Vision is seeking a Chief of Party for an anticipated USAID-funded health systems project in Senegal, Senegal Improving Health Status and Human Capital in Senegal. The overall goal of this Project is defined as: Improving health status and human capital in Senegal. The goal directly contributes to the Senegal 2020-2025 Country Development Cooperative Strategy (CDCS) as Development Objective 2 (DO 2). The USAID funded project will strengthen systems, increase access to services, improve the quality of those services, and increase the participation of communities and other stakeholders, so that the health and overall human capital status of the Senegalese population is improved.

The project combines technical assistance for service delivery and universal health coverage, social and behavior change, subgrant funding and health systems strengthening into one mechanism. The focus of the mechanism is at district, health facility, and community levels, with support to the regional level to effectively supervise and monitor lower-level interventions.

The Chief of Party will be World Vision’s primary point of contact with USAID and all relevant stakeholders. This position will collaborate with bureaus and offices within USAID to maximize impact, and with other critical partners to provide high-level support for effective capacity building at the local level and sustainability of the project interventions. The Chief of Party will oversee a team of experts and support staff, prepare reports and annual operating plans, align project initiatives with in-country priorities, coordinate with consortium partners and ensure the program is compliant with USAID and World Vision’s regulations.

Country/Grant Specific Content:

  • CoP level I would have matrix relationship to the GAM director at the NO level and ND
  • CoP level II and III to the RDU or regional Technical Director
  • CoP level IV, depending on the complexity of the grant, to the SO

Key responsibilities

  • Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, devotions, chapel, prayer, worship); incorporate WV Core Values into decisions within scope of role;
  • Leads the project team, technical and operational aspects of the project, including planning and implementation; ensuring clarity over plans and priorities, and encourages effective teamwork and adaptive management;
  • Oversees a team of senior technical, operations, compliance and finance staff and ensures clear roles and responsibilities and lines of communication are maintained among the team members;
  • Supervises key staff, including ensuring field staff regularly prepare and accurately update performance data;
  • Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity;
  • Develops a vision for the project and leads its adaptation based on performance data and regular reviews;
  • Ensures compliance with USAID requirements, U.S. government regulations, and WV’s policies and procedures;
  • Reviews and approves contractual deliverables to meet USAID and corporate reporting requirements that document program performance and monitor overall award compliance;
  • Leads preparation of project deliverables, including annual work-plans, budgets and project activity updates, and other project-related communication and reporting materials in accordance with USAID deadlines;

  • Collaborates with and directly act upon inputs from WV’s contracts management team to ensure continuous compliance of all consortium members with agreement/contract rules and regulations;
  • Organizes project teams and oversee production of SOPs to meet project goals and ensure compliance with policies;
  • Liaises with USAID/Senegal, local government institutions, civil society organizations, private sector companies and investors, and other partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements;
  • Liaises with USG partners and other donors and implementing agencies to ensure coordination of and synergy with other USAID/Senegal health activities;
  • Builds strong strategic partnerships with a wide group of stakeholders required to achieve project goals, including local civil society and the private sector;
  • Attend and participate in weekly chapel services.

Job requirements

  • Masters’ degree in public health, health systems management, health policy, or an advanced degree in a related field. University degree (or higher) in clinical health field (nursing, medicine, surgery) is preferred.
  • Minimum of 14 years of experience managing and leading technical and administrative teams for health projects focused on areas including maternal/child health (MCH), health systems strengthening, family planning (FP)/reproductive health (RH), malaria and/or nutrition. 
  • Senior-level expertise in any of the following technical areas: MNCH; health systems strengthening (health financing, health governance, human resources for health, health information systems, supply chain and health commodity management, and/or health service delivery). 
  • Demonstrated ability to support cross-sectoral programming (e.g., with nutrition, education, and/or governance) in development settings. 
  • Demonstrated ability to create and maintain effective working relations with key stakeholders (e.g., international organizations, NGO partners, host country governments, and U.S. Government Agencies).
  • Demonstrated credibility as a leader on matters of MNCH/FP/RH and health systems strengthening. 
  • Minimum of 5 years of experience in senior management roles with financial and technical oversight responsibilities.
  • Experience working as COP or DCOP for USG-funded project is highly desirable with proven capacity to effectively manage project funds and geographically disparate staff.
  • Proven ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program partners.
  • Demonstrated success in complex health program management, including experience in the following: client relationship management, developing program work plans, developing program budgets, managing program implementation, and fielding and managing short-term technical assistance for donor-funded programs (preferably USAID-funded programs).
  • Strong organizational, interpersonal and management skills.
  • Possesses the required oral, written communication and presentation skills in French and English.
  • Work experience in Senegal is required. 
  • Senegalese citizens/nationals are strongly encouraged to apply.
  • Experience of leading large and diverse teams.
  • Experience in leading and managing large grants in a complex post-conflict environment.
  • Experience as a CoP or senior expert advisor required.
  • Experience managing sub grants and contracts under grants for complex projects. 
  • The incumbent of this position must be fluent in French and English.
  • Experience in managing inter-agency consortiums is preferred. 
  • Experience working as COP or DCOP for USG-funded project is highly desirable with proven capacity to effectively manage project funds and geographically disparate staff.

Work Environment:

  • Standard office environment. Domestic and international travel may be required depending on project.
